INTRODUCTION
The Victor Babes University of Medicine and Pharmacy is located in Timisoara, Romania.
History
The school was founded as a modest faculty on 30 December 1944, when King Michael I of Romania signed decree-law nr. 660". Art. 1. - The West University is founded on the date of publication of this hereby law, having the following faculties: Law, Literature and Philosophy, Sciences, Human medicine, Veterinary medicine, Pharmacology and Theology. "The inauguration of the new university took place on 15 July 1945 and classes started 3 days later in the Notre Dame building (today the Students' House) on Anatomy, Biochemistry, Physiology, Physiopathology, Histology, Microbiology and Parasitology.
There were 412 students enrolled in the first year and 76 students in the second year, transferred from other universities, compared with 4237 students in the academic year 2000-2001. The first class graduated in 1949, counting 70 graduate students.
Since the school opened, 24,366 graduates, of whom 4,284 foreigners have successfully completed their medical studies at the University of Timisoara . The first foreigner to study there did so in 1967-1968, when a single student from Yemen attended.
At its inception, the building of the school was used for student lodging but eventually that purpose was served by the top floor of the university. Currently, the university has at its disposal 8 hostels, placed either in the close proximity of the university, or in the university campus. Meals were served at the Territorial Military Center and then at the canteen of the Polytechnic Institute until October 1945, when the university founded its own canteen, which today is able to provide meals for 900 people per day. Furthermore, in October 1945 the "Banatia" building, which had suffered considerable damage during World War II, was acquired, but this did not hinder the enthusiasm of the students of those days, and through considerable voluntary efforts contributed to a minimum organization of the building. Today, the university comprises a total of 8 buildings (the former "Banatia" being the main quarters of the university) in which different disciplines carry on their specific everyday activities.
The clinical teaching started initially in 4 hospitals, but today, students are being trained in more than 25 university clinics, belonging to 12 hospitals. In time, the evolution of the University was also marked by changes in its title:
- until 1948 - the Faculty of Medicine
- between 1948-1990 - The Institute of Medicine, which immediately after 1948 included three faculties: General Medicine, Pediatrics and Hygiene
- after 1990 - the University of Medicine and Pharmacy
- since 2001 - Victor Babes University of Medicine and Pharmacy
The modest Faculty of Medicine developed and matured in spite of all difficulties it faced throughout time. Today, the Victor Babes University of Medicine and Pharmacy is a prestigious institution of higher education, with a past that honours and a promising future that will for sure bring valuable results both in preparing new generations of young physicians, pharmacists and dentists and also in the medical assistance offered to the community.
Faculty of Medicine
Since 1944, when His Majesty King Michael I of Romania issued a Decree-Law by which the Western University of Timisoara was founded, over 15,000 physicians, more than 3,000 of which foreigners, have graduated our university.
A university lives through its students and its teaching staff and it acquires fame through its academic environment and through the results it can show the world. One of the main goals of the Faculty of Medicine is to train competent and skilled physicians. This goal implies thorough knowledge of general medicine, one of the most difficult medical specialties, combining clinical aspects with fundamental research. Starting from these premises, all the subjects studied in the Faculty of Medicine are considered equally important.
The Faculty of Medicine has the following specializations:
- Bachelor in Medicine - 6 years, full-time attendance
- Bachelor in Nursing (Registered nurses) - 3 years, full-time attendance
- Bachelor in Nursing for Imaging and Radiology - 3 years, full-time attendance
- Bachelor in Clinical Laboratory Nursing - 3 years, full-time attendance
- Bachelor in Nursing for Balneo-physiotherapy and Recuperation - 3 years, full-time attendance
- Bachelor in Nursing for Nutrition and Dietetics - 3 years, full-time attendance
For the specialization General Medicine, the first three years are dedicated to preclinical training, and the last three years to clinical training. The preclinical cycle involves the study of fundamental subjects: anatomy, histology, biology, biochemistry, and biophysics. For the past years, preclinical training has been updated acquiring a more and more pronounced clinical character, by correlating the information from preclinical subjects with their application into medical practice, and by introducing in the curriculum subjects such as NEUROSCIENCES and FIRST AID.
The clinical cycle consists in clinical subjects with a pronounced medical and surgical character, as well as subjects of preventive medicine. The curriculum is completed with complementary subjects, such as the history of medicine, social sciences, sports, foreign languages, and Romanian for the foreign students.
The equipment of the teaching hospitals has been permanently updated, an example in this sense being the departments of cardiology, laparoscopic surgery, orthopedics surgery, gynecology and in-vitro fertilization, pediatrics and urology.
One of the important developments for the Faculty of Medicine lies in the numerous international contacts it has established in the past years. Thus, the faculty's cooperation with prestigious European universities (and not only) makes possible the implementation of short- and medium-term programmes, which contribute to definitely enhancing the quality of the training process.
Research plays a major role in the academic activity of the faculty. Focusing on the two research directions: fundamental and clinical, undergraduate, post-graduate, doctoral and post-doctoral students are encouraged to access scientific network and publish the results of their research activities in international medical journals. To familiarize undergraduate students with the requirements of scientific work and to make them understands the major importance of research in medical activity; the faculty has recently introduced in its curriculum the subject "Methodology of the Scientific Research".
These fees cover tuition for University education, lab work and hospital rotations (in case of medical students) and workshops for engineering students, as well as examinations. It is worth noting that these fees could be subject to change and we will always keep updates regarding to this. The fees are paid directly to the choice University account by the student, detail regarding this will be provided.
Conditions for admission to studies in the educational institutions within the national system in Romania
Section 1
Conditions for eligibility
Art. 1. - Persons from EU third countries can be accepted in the national education system if they:
- have documents to prove the state of origin citizenship and request the registration for studies in Romania on their own expense;
- have study documents issued by education institutions acknowledged in the country of origin;
- have submitted their file within the deadline set by the present Methodology;
- have chosen an accredited state or private education institution and an accredited specialization/ study program;
- Have the approval of the education unit/institution where they want to study.
Art. 2. - The specific conditions the persons from EU third countries have to meet in order to be accepted in the national education system are:
- passing the skill tests organized for art education and for high-school sports education, after receiving the letter of acceptance to studies;
- passing the skill tests organized for high education in art, sports and architecture, after receiving the letter of acceptance to studies;
- Passing the admission contest for Ph.D. studies, after receiving the letter of acceptance to studies.
Section 2
Selection criteria
Art. 3. - The following selection criteria are to be applied in the process of admitting foreign citizens for studies in the accredited high education institutions of Romania:
- Fulfilling the eligibility conditions mentioned in Art. 1 and 2;
- the results obtained during pre-university/university studies;
- the candidate's academic activity in the area that was chosen for studies;
- the schooling capacity of the accredited high education institutions;
- Other criteria imposed by universities in their own methodology.
Admission to studies
Section 1
Preparatory year
Art. 4. -Foreign citizens from EU third countries will be registered for university and post-graduate studies only after graduating the Romanian language preparatory year or on the basis of a certificate proving Romanian linguistic competencies; during the preparatory year, the candidates will learn the necessary Romanian language vocabulary as well as the specific vocabulary needed for the future studies (anatomy, physics, chemistry, technical drawing etc.), if the study program is held in Romanian.
Art 5. - The duration of the preparatory course for pre-university and university bachelor degree studies is of one school/academic year, while for the master's degree studies, PhD. studies and post-graduate studies in residency is of at least 6 months.
Art 6. - The accredited high education institutions which organize preparatory courses for learning Romanian are stipulated in Annex no. 1, which is part of the present Methodology.
Art 7. - When registering for study programs that require Romanian linguistic competencies, the following categories of persons are exempt from the obligation to present the certificate of graduation of the Romanian language preparatory year:
- a) persons who present Romanian study documents (diplomas and certificates) or study documents which prove at least four consecutive years of study in a pre-university school or at least three consecutive years of study in an accredited high education institution within the Romanian national system;
- b) Persons who pass the Romanian language test following the examination conducted by a specialized commission formed of teachers that have at least the academic rank of lecturer. The examination can be done within the high education institution where the candidate applies if this high education institution carries on a temporary authorized or acknowledged specialization/ study program for Romanian language and literature, or within other accredited high education institution that develops such a specialization/ study program. Following this examination, a certificate of language proficiency will be issued.
Section 2
Studies in foreign languages
Art. 8. - For acknowledged study programs that are carried out in foreign languages, the receiving high education institution will organize a foreign language test. The persons that come from countries where the official language is the language in which the courses are run and the persons who have an internationally acknowledged language certificate will be exempt from this test.
Section 3
Registration for pre-university education
Art. 9. - Students from EU third countries can be registered for pre-university studies in Romania if one of their parents, trustees or legal sustainers meets one of the following situations:
- a) is repatriated;
- b) has residence in Romania, by marriage;
- c) owns a permit of residence in Romania;
- d) carries on activities on the territory of Romania, in accordance with the legal stipulations;
- e) is registered for university or postgraduate studies within the accredited state or private education institutions in Romania.
Art. 10. - The registration file will include the following documents:
- a) Application for issuing the registration authorization sent to the Ministry of Education, Research, Youth and Sports - General Department of International and European Relations;
- b) The studies document - copy and legally certified translation - which allows the access of the candidate to the respective education program;
- c) Academic records- copy and legally certified translation - for the completed studies in case of candidates that request equivalence for certain periods of studies;
- d) Birth certificate- copy and legally certified translation;
- e) Copy of the passport/identity document of the parents - valid at least 6 months after the deadline for issuing the registration authorization;
- f) Agreement of the parents for minor pupils;
- g) Medical certificate (in a widespread international language) to prove that the person to be registered for studies does not suffer from contagious diseases or other illnesses.
Art. 11. - On request, the pupils can benefit from preparatory courses for Romanian language learning, based on a fee. The duration of the preparatory courses is of one school year. The schools where the preparatory classes for Romanian language learning are organized will be nominated by the County School Inspectorates/Bucharest School Inspectorate.
Art. 12. - The file of the pupil will be sent to the Ministry of Education, Research, Youth and Sports -General Department of International and European Relations- which issues the registration authorization.
Section 4
Cycle I - Registration for bachelor's degree studies
Art. 13.
- The graduates of high-school that have baccalaureate diploma or an equivalent diploma that allows general access to accredited high education institutions can be registered for Cycle I of university bachelor's degree studies.
- The citizens from EU third countries are registered for studies in Romania by the accredited universities, based on their own methodology and considering the studies documents.
- The school fees for foreign citizens from third countries is stipulated in the Government Ordinance no. 22/2009 on establishing the minimum amount of the school fees, in foreign currency, for citizens that study in Romania on their own expense, from countries that are not members of the European Union and from those countries that are not part of the European
Economic Area and the Swiss Confederation, approved with amendments and completions by Law no. 1/2010.
Art.14. - The registration file will include the following documents:
- a) The application for issuing the Letter of Acceptance to Studies, presented in Annex no. 2, which is part of the present methodology, all rubrics filled in entirely, in two copies;
- b) The studies document - copy and legally certified translation - which allows the access of the candidate to the respective education program (the baccalaureate diploma or its equivalent);
- c) Academic records - copy and legally certified translation - for the completed studies and the analytical curriculum in case of candidates that request equivalence for certain periods of studies;
- d) Birth certificate - copy and legally certified translation;
- e) Copy of the passport - valid at least 6 months after the date when the letter of acceptance to studies is issued;
- f) Medical certificate (in a widespread international language) to prove that the person to be registered for studies does not suffer from infectious diseases or other illnesses that are incompatible with the future profession;
- the candidates will send the files directly to the chosen accredited high education institution. The high education institutions will analyses the file and issue the letter of acceptance to studies, presented in Annexes no. 3a and 3b, which are part of the present Methodology. The list of the accredited state and private high education institutions is stipulated in the Government Decision no. 707/2012 on approving the List of fields and university specializations/programs, the structure of the high education institutions, the acknowledged or temporary authorized university fields and programs, the geographic development locations, the number of transferable study credits for each study program, education type or teaching language, as well as the maximum number of students that can be schooled, updated by the Ministry of Education, Research, Youth and Sports.
- In case of mistrust, the accredited state and private education institutions in Romania can request the verification of the study documents by the National Centre for Recognition and Equivalence of Diplomas.
- The high education institutions will send to the Ministry of Education, Research, Youth and Sports-General Department International and European Relations the lists with the foreign citizens that were accepted for bachelors' degree studies, each year, no later than October 30th.
- The registration will be carried out according to the timeline set by the accredited high education institution where the candidate applied.
- When registering, the candidates will present the documents from the Application file, in original, certified for authentication by the Embassy of Romania to the issuer country or endorsed with apostille of Hague, if the previous studies were not completed in Romania, in a European Union country or in accordance with the legal assistance agreements signed between Romania and third countries.
